February 3 is the feast of St. Blaise, patron of ailments of the throat.  Blaise was a healer, physician, and bishop who was martyred in 316.  He was known as a healer of men and animals.

In prison, he cured a child choking on a fish bone.  When soldiers threw him into the water to drown him, he stood on the surface of the water and challenged them to come and get him.  They drowned.  When he returned to land, his flesh was ripped from his bones and he was beheaded.

The blessing of throats traditionally takes place on the feast of St. Blaise.

You can read more about St. Blaise at the Catholic Community Forum.

We did too, it was a general blessing but I gotta tell ya, I miss the candles at the throat Blessing.   That one always struck me as more powerful if I could say such a ridiculous thing---more powerful.

A blessing is a blessing is a blessing so I think it is the ritual AND the blessing that seemed to confer a more (lol) powerful blessing.

I guess it's like a birthday cake without candles thing for me.  :P

The use of candles, as I understand it, arises from its proximity to the feast of Candlemas, the Presentation of Jesus in the temple, February 2.
