I don't think it's contradictory.  In  my opinion, the Catholic Church is not in favor of the Anglican Communion splintering into multiple autonomous groups, which would further weaken the possibility of eventual reunion.  At the same time, the Church welcomes those who seek unity with Rome as the vanguard of an eventual reunification.  As other Anglicans see their former churchmates welcomed into the fold, it increases the likelihood that others will follow.  But if disgruntled Anglicans find themselves comfortable in a new arragement, it decreases the likelihood they will look to Rome.

With the Pastoral Provision and the approval of the Anglican Use, Rome set the procedure in place for Anglican communities to maintain their identity, but it required that members make individual decisions to seek unity with Rome and only then could they petition their bishop for the creation of an Anglican Use community.  The difference here is that Rome is considering the possibility of allowing existing communities to join en masse, possibly even granting immediate ordination to the deacons, priests and bishops involved (after diligent examination, of course).  Unlike Episcopalians, those who call themselves "Anglican Catholic" or "high church" are not far from the Church in doctrine and discipline.

Meanwhile, the Church is opposed to the ordination of women and practicing homosexuals, and the recognition of same-sex "marriages".  The position of the Catholic Church will be what it has always been, that the Anglican Communion should stay together and accept traditional gospel values.

At least, that is my opinion.
