This is something i do, but i was wondering if when this is generally asked if that means praying all 4 mysteries each day, or if it is generally saying to pray a set each day. Would praying the 3 mysteries still be the idea and throwing in the luminous once in a while like on thursdays? Or would people try to offer all four each day.

Now I know that all people's routines will differ and it is not necessary for anyone to pray the rosary, I am more asking if there is a general concensus for this discipline.

Our late Holy Father Servant of God John Paul II suggested five decades each day.

Servant of God John Paul II suggested the Joyful Mysteries on Monday and Saturday, the Sorrowful Mysteries on Tuesday and Friday, the Glorious Mysteries on Wednesday and Sunday, and the Luminous Mysteries on Thursday.  Some people will alternate mysteries for Sundays according to the seasons, using the Joyful Mysteries from Christmas to Lent, Sorrowful during Lent, Glorious during the Easter season, and then alternating all four sets during the remaining months of the year.  Some use the same set of mysteries a week at a time, etc.

I tend to choose a set of mysteries for my personal prayer based on which portion of the scriptures I want to meditate on.
What does it mean to pray the rosary?
The Rosary is a system of prayer based around the mysteries.  The term "pray the rosary" refers to the fact that it is a form of prayer and not just a blind recitation.

Generally that they will say five decades (one set of mysteries) each day.
The book seems to recommend the 3 mysteries that existed when he wrote it. That it is like equalling 150 psalms.
The 150 Hail Mary's of the rosary were initially a substitution for reciting the 150 psalms.  Monks recited the psalms but illiterate people couldn't learn them, so they prayed short scripture verses instead, and those verses evolved into the Hail Mary we know today.  The mysteries were added to retain the scriptural focus on Jesus.
But now there are also the luminous mysteries. Would praying the 3 mysteries still be the idea and throwing in the luminous once in a while like on thursdays? Or would people try to offer all four each day.

Some people do say all four sets of mysteries each day, but most people will say one or two sets.  It depends on a person's available time and devotion.

There really isn't a "general consensus" other than what the late Holy Father recommended.  When prayed privately, the rosary is a very personal devotion.  Many people add additional prayers such as the Prayer to St. Michael, the Memorare, the Magnificat, etc.  (I know you probably don't know what they are, but they're part of the Catholic's "arsenal" of prayers.)  Each person does what's right for them.

I can only speak for myself but I would consider one set of 5 mysteries to be a rosary. I usually do the standard Monday-Joyful, Tuesday-Sorrowful, Wednesday-Glorious, Thursday-Luminous, Friday-Sorrowful routine and skip Saturday and Sunday as I usually pray in my car and drive less on the weekend.  I actually started praying the rosary before I ever set foot in a Catholic church because I had heard from  Fr Corapi tape about how it was praying the gospel. He had also stated that you get to pick whay mysteries top meditate on, that the schedule is just for convenience. You can even choose only one for 5 decades as he said he did on Good Friday.
