| In more recent times, how does the church or how do religious orders establish a monastary or convent? How do they decide where one would be needed or where one should be established? How would they go about establishing them once the decision has been made?

New Monestaries and Convents are always an offshoot of an existing “Mother House” of a monastic order. The exception would be if a new Order was also being founded.
Usually one or more of the Members off the Mother House either requests to found a new House or are asked by the their Order to do so. A good example of this can be seen in Mother Angelica’s biography. The Mother House is (in most cases) responsible for the new House at least until it can stand on it’s own.
Here in Europe it is normally not a case of founding new Monasteries and Convents, but rather reviving ones that were closed during the Secularization under Napoleon in the 19th Century.
This is a Benedictine Monastery that is about 20 min. from my house: http://www.erzabtei-beuron.de/
It was founded in 777. It was closed down during the Secularization and given by Napoleon to the Sigmaringen Branch of the House of Hohenzollern. It was revived in 1862 by Princess Katharina von Hohenzollern.
At present about 24 Monasteries and Convents throughout Germany and Austria are parts of the Beuron Congregation, in other words, Beuron is the Mother House.
I love going there!

Saint Meinrad, of the family of the Counts (now Dukes) of Hohenzollern, was educated at the abbey school of Reichenau, an island in Lake Constance.
That is the area where I live and I know the Abby of Reichenau quite well. The Reichenau is now being revived by the Beuron congregation and today “boasts” two Padres and one Novice.
The Abby Church of Mittelzell also houses the relics of St. Mark which can be viewed on request.
